Good question. We had to go to another picture taken the same day that happen to show the backs of a couple cars. We could see that the licence plates were from 1956. Further, the workers in that other picture are wearing long-sleeve shirts and, like this picture, the trees in the background have no leaves. That makes this picture somewhere from Nov 1956 to March 1957.
